Dellenback-Owens amendment to the Alaska pipeline bill (H.R. 9130) to strike out language saying that the Secretary of the Interior had fully complied with the National Environmental Policy Act. As written, the bill would override NEPA and stop the court suit challenging the Interior Department's impact statement on the Alaska pipeline. Proponents of the amendment feared that the bill "would set a dangerous precedent the could destroy NEPA." As described by Rep. Udall, the issue tested "whether we are going to give in on the demands of the oil industry or give due process to the environment." The President supported the NEPA override in a letter circulated to Congress on the floor. August 2, 1973. Rejected 198-221. Yes is the correct vote.
