Federal Aid Highway Act of 1973 (S. 502). The vote is on the Buckley amendment to strike out a section of the bill which overturned a federal court decision stopping construction of a freeway through the Breckenridge Olmos Basin Park in San Antonio, Texas. This freeway violates both the National Environmental Policy Act and Section 4F of the 1966 Transportation Act which forbids highways through parklands unless there is no feasible alternative. As written, the bill allows the Texas Highway Department to ignore both these laws. The President supported the amendment. March 15, 1973. Rejected 43-50. Yes is the correct vote.
