The vote is on the rule to allow the House to debate a bill which provided grants to states to establish land use programs that would regulate development in areas of Òcritical environmental concernÓ and around key facilities such as airports and highway interchanges. Environmentalists have long advocated the need for a federal land use bill to control irresponsible and destructive development.
