Federal Mass Transportation Act of 1974 (H.R. 12859). The vote is on the Milford amendment to strike all operating subsidies for mass transportation from the bill. The House has already rejected another bill offering desperately needed subsidies to major mass transit systems because they expected the new bill would provide a more comprehensive means of funding for both major cities and for small urban areas struggling to provide public transportation at a reasonable cost. Without operating subsidies, many transportation systems cannot set fares low enough to encourage heavy public use that is essential to conserve fuel and reduce air pollution. The Ford Administration took no official position on the amendment. August 15, 1974. Rejected 197-202. NO is the correct vote.
