Public Works Appropriations FY 1976 (H.R. 8122). The vote is on an amendment by Silvio Conte to delete funds for the Dickey Lincoln Dam on the St. Johns River in Maine. The project would be as big as the Aswan Dam, and would flood 140 square miles of wilderness and destroy thousands of acres of recreational streams. Economists estimated that the costs of Dickey Lincoln would run 60% to 80% higher than a fossil fuel plant of the same capacity. Yet the project would operate for less than 3 hours a day and would not benefit the majority of New England consumers hard hit by high energy costs. Environmentalists and one of the two Maine Congressmen opposed the project as a wasteful and inadequate solution to the region's energy needs. Rejected 162-246. June 24, 1975. "YES" is the correct vote.
