Amendments to the Outer Continental Shelf Lands Act (HR 6218).The vote is on a motion by Representative Fish to recommit to the Conference Committee a bill which revised the procedure for leasing federal oil and gas resources on the Outer Continental Shelf. The motion instructed the House conferees to weaken language concerning OCS safety regulations, and to delete language giving the Secretary of the Interior discretionary authority to contract for federal exploratory drilling. A federal contractual exploratory program would have allowed the government to lease in a more informed manner. It would also have restored sorely needed competition to the leasing process, and provided the states and the public with time to assess and plan for the inevitable social, economic, and environmental impacts of offshore oil drilling.
