Amendments to the Outer Continental Shelf Lands Act (HR 6218). The vote is on the Fish amendment to make optional Title II, which included virtually all of the substantive changes in the OCS leasing procedure. The provisions in Title II encouraged greater competition by small oil and gas companies, provided state participation in federal oil leasing decision-making, and established stricter safety requirements. Most importantly, it separated exploration from development, a change which allowed states time to plan for the onshore impacts of offshore oil development. The Fish amendment would have eliminated the heart of the bill environmentalists hoped to pass. June 14, 1976. Rejected 139-209. ÒNOÓ is the correct vote.
