(H.R. 6804): Vote is on the Udall amendment to delete language giving the Energy Secretary veto power over the economic terms for leasing energy resources on public lands. The intent was to strengthen the Interior Department's control over coal and offshore oil leasing. Environmentalists felt that the Interior Department, playing its role as a regulator and manager of public lands and energy resources, would have much more concern for the environmental consequences of policy decisions than would the Department of Energy, an energy production agency. Given this veto power, the Energy Secretary could cause rapid acceleration of federal coal development with inadequate safeguards. Rejected 170-180. June 2, 1977. YES is the correct vote.
