Another attack on the right of states to set stronger liability standards came in an amendment offered by Rep. William Hughes (D-NJ). The Hughes amendment would have prevented state and local laws from setting higher liability limits than those in the House bill. The amendment would have repealed the laws of several states: for example, Alaska, California, and Maine require the spiller of oil to pay the full cost of clean-up.
