Fiscal 1978 Budget Targets (House Concurrent Resolution 195): The vote is on the Emery amendment to remove $100 million from the 1978 budget for water projects. This would have reduced the money available for Army Corps of Engineers and Bureau of Reclamation water resource development. Specifically it would have forced a partial fund cutback for the water projects President Carter wanted deleted (see vote 10). The $100 million cut would have been a significant first step in curtailing wasteful and destructive dam and dredge programs. Rejected 143-252. April 27, 1977. YES is the correct vote.
