ERDA Authorization (H.R. 6796). The vote is on the Tsongas amendment to authorize $28 million for federal purchase of solar photovoltaic systems, and to initiate studies on how they can be used increasingly to meet the nation's energy needs. This represents one of the first meaningful steps toward federal support and use of photovoltaic systems. Most of the money would be spent on systems to be used in Defense facilities where they are cost effective; the rest would go to study future use possibilities. Photovoltaic cells use sunlight to produce electricity. If they become economically competitive, we could use solar energy not only for heating and cooling but for many other purposes. The sun is our only completely safe, clean and undepletable energy source. Adopted 227-179. September 21, 1977. YES is the correct vote.
