Bill to authorize a $40 million contribution by the U.S. to help create a U.N. Environmental Fund (H.R. 6768). The U.S. had promised to contribute this amount at the Stockholm Conference on the Human Environment held in 1972. The fund would be used for research and monitoring of world environmental problems, education, and the planning of human settlements. The vote is on the Fraser amendment to reconsider the Wylie amendment, which would reduce the U.S. contribution from $40 million over four years to $5 million for 1974 only. This would indicate to other countries that we were not willing to live up to our environmental commitments, set a bad example, and might hurt our ability to negotiate on other world environmental problems. The Administration's position on the amendment was confusing. May 15, 1973. Rejected 192-198. No is the correct vote.
