Airport and Airway Development Act amendments of 1975 (H.R. 9771). The vote is on an amendment by Rep. J.V. Stanton to prohibit foreign supersonic transport planes from landing at federally funded airports. England and France had requested an exemption from U.S. noise standards in order to permit the landing of two SST flights daily into JFK airport in New York and Dulles airport in Washington D.C. Although the amendment would not legally apply to Dulles airport, Stanton claimed he had assurances from Transportation Secretary William Coleman that Dulles would be included under the ban if his amendment passed. The EPA and the Council on Environmental Quality have opposed the landing of the SST because the planes would produce five times the noise of the largest subsonic planes and subject thousands of people living around the two airports to conditions described as unacceptable by the Housing and Urban Development agency. The Concorde SST would use almost three times as much fuel as the largest commercial jet, yet would carry only one third the number of passengers. The President took no official position on the amendment. Adopted 199-188. December 18, 1975. ÒYESÓ is the correct vote.
