Toxic Substances Control Act (HR 14032). The Act authorizes the Environmental Protection Agency to screen and require testing of new industrial chemicals before they can be marketed, and to ban or restrict any chemical posing an unreasonable threat to the environment. This vote is on an amendment giving Congress 60 days to veto any chemical regulations issued by EPA. Such action would undermine EPA's effectiveness and delay implementation of the Act. Several thousand new chemicals are put on the market each year, but the public has never had any warning system to publicize their dangers prior to distribution. The need for chemical restrictions has been heightened by the dramatic increase in the incidence of cancer, and by new evidence suggesting that cancer causes may be up to 85% environmentally-related. August 23, 1976. Adopted 210-157. "NO" is the correct vote.
