Senator Steve Daines (R-MT) offered an amendment to S.1, the Keystone XL Pipeline Act, which would express the sense of Congress that national monument designations on federal lands should require approval by the governor and state legislature. Although non-binding, this amendment undermines the intent of the Antiquities Act of 1906, a law that 16 presidents of both parties have used to move swiftly in the face of threats and protect some of America’s most treasured places like the Grand Canyon and the Statue of Liberty. On January 28, the Senate rejected the Daines amendment by a vote of 50-47 (60 votes were needed for passage; Senate roll call vote 37). NO IS THE PRO-ENVIRONMENT VOTE.
