Eckhardt amendment to the Alaska pipeline bill (H.R. 9130) to restrict the NEPA exemption to the construction of the pipeline only, rather than letting it extend also to operation and maintenance. The amendment would do nothing to delay the pipeline so Eckhardt could not understand why some of his colleagues opposed it; "I understand we intend to expedite construction...not give a blanket authority to escape the limitations of NEPA during the entire life of the pipeline." The President did not take a position on the amendment. August 2, 1973. Rejected 177-228. Yes is the correct vote.
