Clean Air Act Amendments (HR 10498). The vote is on the Dingell amendment to postpone deadlines for automobile emission standards regulating carbon monoxides, hydrocarbons, and nitrogen oxides (NOX) from 1978 to 1982. The amendment would also change the existing NOX standard, making it much more lenient. These adjustments would result in an estimated 120,000 additional attacks of respiratory diseases between now and 1990. An inter-agency analysis produced in April 1976 by the Federal Energy Administration, the Environmental Protection Agency and the Department of Transportation concluded that 1980 fuel economy standards could be improved by 12-15% and still meet the most stringent air pollution requirements.
