Loeffler (R-TX) motion to recommit for further cuts the House-Senate Conference Report on appropriations for the Department of Interior, Forest Service, and some Department of Energy programs. The Interior Department would have been most affected by the cut, and its 1982 budget was already $364 million below 1981 levels. Environmentalists supported most (though not all) of the programs in the bill, some of which President Reagan and Interior Secretary Watt wanted to eliminate: the Land and Water Conservation Fund (used to buy parkland, wildlife refuges and national forests), historic preservation, urban parks and the Solar and Conservation Bank. The President also wanted reductions in the operating budgets for the National Park Service and Fish and Wildlife Service. Motion rejected 199-199; November 12, 1981.
